In other words, it's a satellite Navigation system which supports Differential GPS (DGPS), that's designed to supplement the GPS system by reporting (then improving) on the reliability and accuracy of those signals.
MTSAT, meanwhile, is the acronym for Multi-functional Transport Satellite.
